QCHANTS has many years of practical experience, extensive knowledge, skills and capabilities to facilitate all aspects of native title and cultural heritage dealings, to negotiate on behalf of Traditional Owner groups, mining and development companies , and to mentor and support business and economic development for Indigenous groups.</p><p><strong>OUR TEAM:</strong></p><p><strong>David Mailman, Principal Consultant</strong></p><p>David is the owner of the company and the Principal Consultant.  David has over 10 years’ experience in facilitating, managing and negotiating native title and cultural heritage projects and matters.  He has spent over 5 years building QCHANTS as a reputable business, representing traditional owner groups and proponents in all facets of Native Title and Cultural Heritage.  David has also worked within Native Title Representative Bodies, specifically within future acts and native title consultation and engagement roles.</p><p><strong> Kevin White, Project Co-ordinator</strong></p><p>Kevin is the Office Co-ordinator of our Cairns office, and Project Co-ordinator for the company.  Through his company, White Source Pty Ltd, Kevin has managed several large projects including:</p><p>- The AusIndustry Small Business Online Program, from Cardwell to Cooktown, assisting over 200 small businesses to increase their Online business capacity, through seminars and One to one Consultations;</p><p>-Promoting and managing the Business Enterprise Program (BEP) for Indigenous Business Australia (IBA).  Kevin mentored Indigenous people to assess, formalise and develop their business ideas, and to access further support from IBA through the BEP.</p><p>Previously, Kevin was a Small Business Field Officer for AusIndustry with the FNQ Area Consultative Committee, and he has a wealth of experience in both the public and private sector.</p><p><strong>Derek Willie, Office Co-ordinator<br
/> </strong></p><p>Derek is from the Barada and Kabalbara Tribes of Central Queensland and is responsible for the overall management of QCHANTS, Derek has worked in Government for 22 years primarily in Project Management, Contract Management, OHS and Community Development areas. Derek has also been a Chairman and Director on a number of Boards overseeing the operations of cattle and mining companies and is currently completing his Masters in Business Administration.</p><p><strong>Katia Wragge, Projects Administration Co-ordinator</strong></p><p>Katia is based in our Rockhampton office as the Projects Admin Co-ordinator.</p><p>Katia has several year’s of experience working with Indigenous communities, previously working for the Indigenous Wellbeing Centre in Maryborough as an Indigenous Child Health Worker and before that as the PACE coordinator for Anglicare in Biloela.</p><p><strong>Tarsha Scott, Admin Officer</strong></p><p>Tarsha has worked as a receptionist for Dhugamin CDEP for about 6 months in 2008 and has been working at QCHANTS since Sept 2011 as a Receptionist, Admin Assistant and Logistics Assistant. Tarsha has a Certificate III in Financial Services – 2010 and Certificate II in Business – 2009.</p><p><strong>Marni Mason, Logistics Co-ordinator</strong></p><p>Marni has previously worked as an Administrative Assistant with Helem Yumba up until 2011 and is currently Logistics Co-ordinator with QCHANTS. Marni has a Certificate II in  Business, Cert III in Community Services and Cert II in Dance.</p><p><strong>Warren Mason, Cultural Heritage Field Supervisor<br
/> </strong></p><p>Warren has mainly worked in construction before undertaking cultural heritage walks and clearances for his mob where he has acquired extensive knowledge of cultural heritage identification, restoration of  artefacts and sites. /> <strong>Senior Native Title Consultant</strong></p><p>Ben is based in our Brisbane office and has over 20 years government experience with 16 years’ in the Native Title Services Division. Bens’ previous role was as a Negotiator for the Queensland State Government and headed up a successful native title claims team. This team successfully negotiated 10 consent determinations and numerous associated indigenous land use agreements with a further three consent determinations negotiated by Ben expected to be heard by the Federal Court in early 2013.</p><p>Bens’ native title claim experience has predominately been within the North Queensland, Cape York and the Torres Strait regions. Ben has provided strategic advice to government in relation to the Interest Regularisation Processes in the Hope Vale and Yarrabah communities facilitating the recognition and granting of historical land interests within these DOGIT communities. Ben also provided strategic advice to government in relation to the Torres Strait Regional Sea Claim appeals process.</p><p>Ben has undertaken a number of large scale tenure resolution projects on behalf of the government addressing the backlog of tenure applications from local government and private applicants. These projects have culminated in Indigenous Land Use Agreements (ILUAs) facilitating:<br
/> • traditional owner aspirations for the ILUA area,<br
/> • native title future act consent allowing pending tenure applications to proceed;<br
/> • the grant of freehold land to traditional owners in exchange for the surrender of native title rights and interests;<br
/> • the amendment of State Reserves (community purpose) to include Aboriginal and Cultural purposes including the option for the traditional owners to become joint trustees with the state or local government; and<br
/> • the grant of land under the Aboriginal Land Act 1991.</p><p>Ben led negotiations on a number of Protected Area ILUAs within the Wet Tropics World Heritage Area between the State Government, the Wet Tropics Management Authority and traditional owners facilitating the regulation of certain native title rights and interests within national parks and other conservation areas.
